Legality of Nayib Bukele’s candidacy reiterated

Miguel Ángel Cardoza, former magistrate of the Supreme Electoral Tribunal (TSE), affirmed yesterday in the interview Frente a Frente that the candidacy of President Nayib Bukele is legal because it is made under a sentence issued by the Constitutional Chamber of the Supreme Court of Justice (CSJ), which is the highest interpreter of the Constitution of the Republic.

Cardoza pointed out that the previous Chambers left legal loopholes that allowed enabling the registration for Nayib Bukele to participate as a presidential candidate for a second term starting in 2024.

“Here there is a door that allows him to continue in a second term and that means a second reelection”, he expressed.

On the other hand, he affirmed that “the Constitution of the Republic must be reviewed”, in response to the question: “Are the clauses that prohibit reelection stony?”.

In his opinion, “this country has changed, the world has changed, many conditions have changed. I have mentioned that a process that is constitutional must be reviewed, and I am one of those who believe that the Constitution of the Republic must be reviewed”.
“We are talking about another country, it is governed by another type of people, older people passed and there is another reality,” he said.

Last Monday, analyst Julio Valdivieso also assured in the radio interview of La Tribu that there are no doubts about the legality of the candidacy of President Nayib Bukele.

Borrell: the EU will support Ukraine until Putin decides to stop the war

The High Representative for Foreign Affairs of the European Union (EU), Josep Borrell, said on Sunday that the Twenty-seven will support Ukraine “until (Vladimir) Putin decides to stop the war,” something that will not happen “soon,” but will probably have to wait for the elections in the United States to know the future of the conflict.

In a panel of the special meeting of the World Economic Forum (WEF), which started today in Riyadh and lasts until tomorrow, Borrell reiterated the EU’s commitment to support Ukraine in the war against Russia regardless of the budgetary investment that this represents.

“We will continue to support the people in Ukraine (…) There are those who ask how much money we will spend on the war. We pledged to support Ukraine to resist until Putin decides to stop the war, but I don’t think it will happen soon,” said the top representative in EU Security Policy.

In his speech, Borrell recalled that “Putin began the war” and pointed out that the Russian president “will wait for the United States elections” to consider the future or the possibility of ending the conflict that began a little more than two years ago.

Regarding the length of the war between Russia and Ukraine in time, he showed his concern that something similar will happen in the Middle East and referred to the war between Israel and Hamas in the Gaza Strip, another example of “a war between two parties for the same territory where the only solution is to share.”

And he asks “not to open Pandora’s box of new wars” in the face of the growth of international tensions resulting from the new world order.

Borrell summarized the changes that international relations have undergone in recent years, in which he went from talking about east-west and north-south blocks, to talking about “north, south, east and west.”

“There is no clear understanding of what the world is like today. Competition is fine, but the problem is not to compete, but confrontation and there is more confrontation because there are more poles and fewer rules. Power has been redistributed, there are more actors and fewer rules. That’s why there is disorder,” he explained to the audience.

According to Borrell, the main consequence of this new world order is a redistribution of powers that has changed the relationship of forces and many of it have been directed towards Asia, while the “north and west has decreased in importance” while countries such as Saudi Arabia and China grow.

In this sense, he pointed out that “war is not only with bombs, but with narratives” and stressed the importance of geography to establish relations and alliances, sometimes relationships of dependency that are used against the partners themselves.

“Today we need more cooperation (…) We have to respect the existing rules and change those that do not adapt to today’s world. Many things work because there is a gap between what we have to do and what we do,” he added.

Borrell admitted that there is something true in the caricature they make of the European Union: dependence on Russian gas (which went from 45% to 10% since the outbreak of the war), on the security of NATO led by the United States and on trade with China.

But it was clear that that is going to change: “We have to adapt to the new world. Being more responsible with one’s own security and resources (…) New countries have shown an incredible capacity for technological innovation. More union in Europe to survive in a world of giants and take into account the priorities of others” for self-development.

The pope encourages the Presidential Council of Haiti to work for peace and stabilit

Pope Francis encouraged Haiti’s new Transitional Presidential Council this Sunday to work to achieve peace and stability in the country, during the mass he celebrated in the Italian city of Venice (northeast).

“We want to invoke Mary’s intercession in the face of the many situations of suffering in the world. I think of Haiti, where a state of emergency is in force and the population is desperate for the collapse of the health system, the shortage of food and the violence that push the flight,” said the pontiff.

And he added: “We entrust to the Lord the work and decisions of the new Transitional Presidential Council so that, with the renewed support of the international community, he can lead the country to achieve the peace and stability they so need.”

The new Presidential Transitional Council was installed last Thursday in the National Palace of Port-au-Prince in secret.

Haiti has been shaken by an explosion of violence since the end of February, when powerful gangs launched a wave of attacks in Port-au-Prince and demanded the resignation of the then Prime Minister, Ariel Henry.

According to the United Nations, of a population of about 11.6 million inhabitants, about 360,000 Haitians internally displaced.

In addition, the council has been instructed to prepare Haiti to hold presidential elections in February 2026, since it has not held elections since 2016.

At the moment it is unknown how the country’s powerful gangs will respond to the new council, after expressing their rejection of their exclusion from the talks about the transition.

President Boric announces curfew following triple police homicide in Chile

Chile offers residency and Chilean nationality to Nicaraguan opponents

Chilean President Gabriel Boric has implemented a nighttime curfew in three municipalities of the Biobío region following the murder of three police officers. The Chilean leader emphasized that “criminals will answer to Chile and its justice system.”

In a post on X, formerly known as Twitter, Boric stated that he made the decision “after discussing with the General Director of the Carabineros, the Chiefs of Staff of the Armed Forces, the Head of National Defense, and the Chief of the Joint Chiefs of Staff, having also considered various alternatives and taking into account the needs of the ongoing investigation.”

He further detailed that “I have instructed to decree a curfew in the municipalities of Cañete, Contulmo, and Tirúa from midnight to 7:00 AM. Additionally, police and military presence will be intensified to our utmost capacity with joint patrols in the area.”
